I am not a native speaker. But I’ve prepared a spreadsheet for translating the interface of Infinity: Battlescape. Battlescape only has around 500 phrases to translate. The translations that Google and Yandex agree on, I’ve placed in the second column. Does not mean they are correct. I only hand picked a few.
Use Ctrl+C on auto-translated cells & Ctrl+Shift+V on cells within the second column where you see they fit.
A comma separated two column file without headers then has to be copied to: Dev\Localization\ru\Strings.csv

I downloaded your file with the extension .csv, manually created the ru file in the folder with the game installed in Localization and put your file there (localizations), tried to replace the en folder with the file, the miracle didn’t happen, or the text generally disappears, or it also english.
You also need the meta.xml file beside Strings.csv. Game version doesn’t matter for meta.xml, you can take the one here too:

I found what the error is, your translation is outdated, you have fewer lines, so the game gives an error.
