Click your avatar in the top right and then the little cog that appears right under it in the drop down menu. Near the top of the page under your email address will be a spot for your Profile Picture. Click the pencil button and you will be prompted to choose between a system assigned avatar (current), a Gravatar or a custom picture.
Changing custom avatar pics was bugged last time I tried to do that. It may still be bugged and not working.
I just changed mine last night. Seems to work okay (at least for me 
).
I posted a while ago that it was fixed with the latest update.
