I doubt that a lot of mechanics that make a simulator fun are of any value for a game where the focus is completely different.
Yes, it might make more sense to have huge carriers ... carry ... the smaller ships into battle. However, it would probably be detrimental to one of battlescapes ideas, namels the "You can just hop in for 5 minutes and have fun, you don't need to commit a substantial amount of time to do anything" one (which iirc was also pitched during the kickstarter video, which means people will call you out for false advertisement if you make steps that go against it). Slowing down small vessels to just 1c would put those who don't want to participate in that one specific fight on the border of the solar system at a serious disadvantage.
Not to mention that those who want to explore would probably be put at a disadvantage too. Sooo I am not too fond of this particular idea. Again, works well and makes sense for simulators, but I:B (as far as I know) is aimed to be a game. Not ARMA in space.
In the end though, it's the devs who decide.
